Implementation of the Integrated Pollution Prevention and Control (IPPC) National Legislation and Harmonisation with the EU IPPC Directive; Preparation of Permit Templates for 14 Industrial installations falling under different industrial categories

The main objective of the project was the implementation of the IPPC Directive in Cyprus through the assessment of the current situation in selected industrial installations falling under the IPPC provisions in Cyprus, the proposal of measures that need to be taken by each installation in order to be compliant to the IPPC provisions and the capacity building of the staff of the Environment Department.

The tasks that were successfully completed and the services that were provided were:

. Thorough study of the European Reference Documents on the Best Available Techniques (BREFS) by the European IPPC Bureau as well as literature review on IPPC permit procedures in other European Countries for different industry categories
. Field work and visits to selected industrial installations falling under the IPPC provisions and evaluation of the degree of their compliance with the IPPC provisions and the BREFS, in relation to:
    • technology used and procedures followed
    • management of water, water and solid wastes and sludge
    • consumption and type of raw materials
    • use or discharge of dangerous substances
    • energy consumption
    • noise
    • air emissions
. Comparison of the current technologies and processes in all the industrial installations examined to the IPPC and BREFS proposed technologies and gaps identification
. Proposal of measures that need to be taken by each installation in order to be compliant to the IPPC provisions. For each measure, a cost - benefit analysis was made, as well as the timeframe for the application of a Best Available Technique was recorded.
. Elaboration of a draft Permit template (Waste Permits, IPPC implementation national Law) for each IPPC industrial installation in Cyprus, based on the IPPC provisions
